I'm looking for a low end (but reliable) pump action 12 guage shotgun, preferably a tactical model.

Check out Mossberg's Maverick 88, also known as the "Mexican Mossberg". Based on the Mossberg 500, it's assembled in Texas with parts made in Mexico. I bought this as a home defense weapon only, not for hunting use. Not as flashy as the 500, but very functional. Trigger group is a little different from the 500, safety just above the trigger housing, 20" barrel, 7 round (2-3/4") without the plug. Cost $150-200, depending on location. My wife has short arms, (my kids call her a "Sherannasaurus Rex  ) so I put a collapsible stock on it.

We've fired about 60-70 rounds through it, no jams, misfires, or any other issues.

Adventure Outdoors has the 20 inch Maverick 88 for around $169. It is listed higher on the site, but I got an email recently about a special. I'm quoting the price from memory, so it might be slightly off.

H&R Pardner Pump is another economical SG. Got the 5+1 model at Dick's for $209.00. The H&R is a Remington 870 clone and everything but the barrel is interchangeable.

Probably could have found it for less elsewhere. Time and gas to go someplace else would have negated any savings.
