Am I reading this wrong or does he make an anti gun opinion with

Sorry, lady. Go ahead and brandish your Second Amendment, but we here in Chicago do not want tourists from Tennessee or any other state walking around with concealed weapons.
but then take a pro RKBA stance with
Trivia question: which country banned handguns in 1997 after a disgruntled former scout leader shot dead sixteen young children and their teacher? Answer: the U.K.; the tragedy was dubbed the Dunblane Massacre. Interestingly a new study says that handgun crime is up despite the ban.
That being said, I hope the lady doesn't get a felony charge but you have to know the laws of the state you're going to. Ignorance is no excuse. Especially if there's a metal detector there. Come on now.

I like the subtle wording here:
And is she in the habit of taking a loaded gun with her everywhere; or, worse yet, did she just forget it was in her purse?

There were some pretty good comments attached to the article

Every state surrounding you, except Wisconsin, trusts its residents with concealed handguns. Kind of makes me wonder about why Illinoisan’s are so un-trustworthy as to be prohibited from owning a handgun for their own personal protection.
As it stands now, the only unarmed folks in the city are law-abiding citizens, leaving only the cops and the criminals armed - two groups that have consistently proven they can't be trusted with a weapon.
Other comments indicate that they are going to charge her with a misdemeanor, not a felony.

Well, at least we have HR 218, the "first step" to letting her carry in Chicago without ending up in the Cook County jail. Right? :D
