However, anti-gunners have managed to move three other pieces of legislation, including House Bill 1240, which would ban the future manufacture, sale and importation of so-called “assault rifles,” House Bill 1143, which would force Washingtonians to get training and a permit-to-purchase from a local police agency before they can buy a firearm, and Senate Bill 5078, would allow lawsuits against the firearms industry.​

I think they looked at Oregon and wanted to keep preemption to force 2A sanctuary jurisdictions to comply. They aren't against central authority as long as it's their authority.

HB 1240 passed House.


The bill contains several exceptions: Licensed firearms manufacturers can sell to the armed forces of the United States or Washington, or to any law enforcement agencies for law enforcement purposes, or to a person who does not reside in Washington. Licensed firearms dealers also can sell assault weapons that were acquired from an individual legally authorized to possess or transfer the weapon, for the purpose of selling or transferring the weapon to a person who does not reside in Washington. Any person may acquire an assault weapon upon the death of the weapon’s former owner, if that former owner was in legal possession of the weapon and the person who acquires possession can establish such provenance, the bill report says.​

Bill would ban sale of 90% of firearms in Washington, gun group warns

While the bill’s intent section says that “gun violence is a threat to the public health and safety of Washingtonians,” rifles are used in a fraction of murders in Washington state. According to data from the Washington Association for Sheriffs and Police Chiefs, between 2015-2021 there were 1,593 murders. Of those, just 20 or 1% were committed with a rifle. Fists and feet were used to kill 108 or 6.7% of victims. The most used weapon was a handgun, which was used in 415 or 28% of murders.​
On average, almost half (48%) of murders occurred at a residence, and 61% of victims were known by the perpetrator.​
