I remember similar articles when the Army adopted the M9. One in particular explained how this new flat point FMJ was so superior to .45 of course they didn't compare it to flat point .45 and the army never issued flat point ammo.

(a) The Army has long reserved the right to use hollow points "where it saw a need." Specified Army commands, Military Police, and Special Mission Units, have been issued hollow points in the past.

(b) With XM-17 pistol, the Army has quietly expanded use of hollow point ammunition to regular troops.
Paragraph (a) does not necessarily lead to paragraph (b).
