I know where I personally stand on the various constitutional amendments on this year's ballot. However, it is not clear the story behind the statewide referendum that "provides for inventory of businesses to be exempt from state property tax". Is this a constitutional amendment in disguise? Why did it not just pass into law with HB 482 instead of putting it on the ballot?

I don't know why it's on the ballot the way it is.

From what I understand, it does away with the "inventory tax" that GA businesses pay at the end of each year.

That gets a yes vote. Eliminate that and prices will go down and maybe jobs will go up.

It certainly sounds good. I am just confused why the general assembly did not have the authority to pass it without a ballot initiative.

Too many were against it to pass. But they could get through a referendum that would leave it up to the voters and get it done that way.
