I was googling gun raffles trying to locate the results of a 10 gun/10 day raffle I entered and ran across one from Moultrie. In their rules, it states that winners must pay a "state required" transfer fee. Is there some special law for contests or raffles which have firearms for prizes? (See rule # 13) I realize a ffl may charge a fee.

Agreed. It looks just like an ordinary FFL dealer's service fee for processing the transaction and running the FEDERALLY-REQUIRED background check (or documenting one's GWL that exempts the transferee), doing the federally-required paperwork, etc.

Georgia used to have state-level licensing and taxation of dealers in firearms, but we've abolished that law and let BATF be the one and only oversight of gun dealers here.
