Are spear guns completely illegal, or is it the importation of them that is illegal?

Maybe something about length? They have that tape measure stretched out. Maybe the barrel has to be over 18" and the whole thing over 28" in length... That way you don't sneak it around in your overcoat and shoot up the town with it.
