If the shooter of innocents is fleeing, I'll shoot him if he is still openly armed, or if he appears to be reaching for a concealed weapon.
p.s. Obviously if the shooter is still in the process of firing, you can intervene with deadly force to stop him and save him innocent lives. But once he starts to flee, you cannot shoot him to stop him from getting away.
You cannot detain him in any way, even using nondeadly force or simply verbal commands.
