Actually, if you correctly fill out the multiple forms, pass the physical and mental health checks, and interview, and pay all your fees you can get a license to carry in the Philippines, even if just a lowly citizen.
The problem is that carry is banned, even with a license, during "election season", which is 6 months out of each and every year.
