    So, could we meet in a restaurant that serves alcohol, arrange for our own security, and have the security dictate that each person attending the meeting have his gun loaded and in a holster (even throwing out the people who arrive unarmed)?

    Yes. It also occurs to me that a synagogue could have someone "employed to provide security" and that person could direct all who carry to secure their weapons in their holsters.

    That is the way I read it too.

    Which also means that the owner of a bar could keep a weapon for his/her protection.
