The initial maps of the caravan routes and the caravan times are now ready!

The initial Lobby Day map showing the various caravan starting points, starting times, waypoints, and times the caravans will be passing by the waypoints and arriving in Richmond is now available here. That link can also be found on the vcdl.org website's main page.

Exact locations will provided in a future update. For now we are only providing the general locations.

The Caravans

There will be four main-caravans headed to Richmond: Emporia, Fairfax County, Hampton, and Staunton, each led by a "decked-out" bus. There will be nine sub-caravans that will merge with the main-caravans: Bristol, Burgess, Chesapeake, Dahlgren, Lynchburg, Martinsville, Virginia Beach, Wattsville and Winchester.

There are twenty-seven waypoints: Appomattox, Ashland, Callao, Charlottesville, Christiansburg, Crewe, Danville, Disputanta, Eastville, Farmville, Fredericksburg, Heathsville, Mount Crawford, Norfolk, Petersburg, Roanoke, South Boston, Springfield, Stoney Creek, Suffolk, Tappahannock, Wakefield, Warsaw, Waverly, Williamsburg, Windsor, and Wytheville.

Once a caravan has left the starting point, it will not stop at the various waypoints on its way to Richmond. The waypoints will be used as a place where gun owners gather as they wait for a caravan to pass. Those at the waypoints will then merge with the passing caravan on the main highway.

The main caravans will be arriving in Richmond over a staggered four-hour period from 12 noon to 4 pm. The timing is also configured in such a way that no one should have to get up at O'Dark 30. The earliest sub-caravan (Wattsville) and the earliest main-caravan (Fairfax) both start at 8:50 AM. The latest sub-caravan (Winchester) starts at 11:35 AM and the latest main-caravan (Emporia) starts at 12:30 PM.

Do I have to merge with a caravan at one of the specified waypoints?

Absolutely not! If there is a convenient location closer to you where a caravan is going to pass, then wait there. For example, there are plenty of other places to wait for the Staunton caravan on I64.

How will I know where the caravan I want to join is currently located?

VCDL is working on a way where the location of all the caravans can be viewed in realtime on your smartphone, pad, or computer. Watch for more information on this later.

We will also be live streaming status information on the caravans and a host of great guest-speakers that you can listen to while you are driving in the caravan. Details on this will come later.

Will there be a way to communicate with others in my caravan or for caravans to communicate with each other?

Yes. VCDL will explain how that will be done in a later alert.

Can I walk around downtown Richmond armed? Other pertinent laws?

If you wish to visit downtown Richmond, it is legal to carry a firearm for self-defense. If you don't have a CHP, then don't have a magazine in your firearm that will hold MORE than 20 rounds. Long guns should not be loaded while driving in a vehicle with or without CHP. Richmond parks and government buildings are off limits if posted. A person refusing to leave such an area when told to do so, could be charged with either a violation of the local gun-control ordinance or trespass.

Flags, magnets, signs, etc.

VCDL is ordering vehicle flags (GSL and the VCDL logo), as well as GSL and VCDL logo magnets. The more you "deck out" your vehicle, the better! We want those watching the long stream of vehicles go by to know that those vehicles are part of a massive caravan on a mission to protect the right to keep and bear arms. How to get those flags and magnets will be explained in a future alert. You can also make your own signs for your vehicle and/or to carry if you go walking in Richmond. Your signs should stick to the common theme: gun rights.

We need you to be a part of Lobby Day!

This year's Lobby Day is going to be critical in helping protect our gun rights from the anti-gun extremist Democrats currently in control. They will once again try to ban semi-automatic rifles, restrict magazine size, ban suppressors, reduce reciprocity with other states, make CHPs harder to get, prohibit open carry, make CHPs harder to get, and much, much more. To avoid VCDL having another massive Lobby Day, the Governor and his minions have tried to stop Lobby Day altogether through dirty tricks.

We can't, and won't, let them silence us!

But numbers matter and Lobby Day needs to produce another year of eye-popping attendance!

Gun owners are not only coming from across Virginia, but across the country to attend Lobby Day! If everyone carries their own water and doesn't look for excuses to stay home and do nothing, we will have another record-breaking Lobby Day in 2021!

We can change the course of Virginia politics

Remember that the Virginia House, Governor, Lt. Governor, and Attorney General positions are all up for grabs on November 2, 2021!

In January we fight off gun-control and push pro-gun bills for passage. In November we vote to turn this ship around.

The BATFE is preparing a proposed regulation to make the determination of whether a gun is a pistol with a brace or is a short barreled rifle or shotgun.

The problem is that the regulation does not provide anything that is objective. Everything is subjective, as in "I know a short-barreled rifle when I see it!" Just like the Supreme Court said about pornography. That means there is no way to know for sure if your pistol with a brace is considered a pistol or a short-barreled rifle with this proposed regulation.

That is ridiculous and unacceptable. With a felony attached, they had best make it crystal clear what constitutes a pistol with a brace instead of a short-barreled rifle.

Oh, BATFE is going to "give" you a free tax-stamp and expedite permission if you register your pistol with them like it is a short-barreled rifle (you provide serial number, your fingerprints and photo, address, etc.)! Yeah - we all know where gun registration leads... Thanks, but no thanks.

We need to send in our comments on the flaws in that proposed regulation. VCDL lawyer and Board member John Pierce has provided a detailed write up here.

He has also suggested that for maximum effect you should randomly pick one of his five suggestions, make some minor changes to make it your own, and submit it.

IMPORTANT: keep your comments polite and factual. Sending profanity or disparaging remarks will mean your comment won't even be considered.

Policymaking which imposes such a significant burden upon both citizens and industry should not be undertaken lightly. Here, we have burdensome definitional changes / expansions which have the potential to damage or destroy segments of one of America's few growing industries and it is not based upon an identified problem. Rather, it is based upon mere conjecture.

The supposed 'criteria' laid out in this guidance document are so arbitrary and capricious that no reasonable person could look at them and make an informed decision. The ATF admits as much when they say that evaluations will take place "on a case-by-case basis." This fails to give adequate notice to those subject to the rules thereby imposed against them. This violates both the procedural and substantive due-process rights of manufacturers, buyers, and those who already own such items.

Without concrete guidance (comprised of quantifiable design features that place a product in the purview of the NFA), this will only serve to have a chilling effect on the entire marketplace for stabilizing braces. The ATF is empowered to regulate NFA items based upon the clear language of the act, not upon an "I know it when I see it" arbitrary system. It is past time that Congress revisits and refines the deference granted to the administrative aspect of the legislative branch.

ATF has failed to consider less intrusive forms of regulation that might accomplish the same goals. By specifically defining design characteristics that bring an item under the purview of the NFA, they could achieve the same stated goal without exposing law-abiding citizens to the chilling effect of this arbitrary and capricious definitional scheme.

Passage of this proposed rule would do nothing to enhance safety but would only place additional bureaucratic roadblocks in front of law-abiding collectors and swamp ATF staff who are already overwhelmed. The result would be a drastic increase in the processing time for NFA applications and potentially a collapse of the stabilizing brace industry.

6. BATFE raids Polymer80 after colluding with Biden
BATFE is apparently visiting homes where someone has bought the Polymer80 "buy, build, shoot" kit - which has an 80% polymer frame similar to a Glock frame, and all the individual parts necessary to build a functioning pistol, once the frame has been successfully finished the last 20%. BATFE considers that kit, of which none of the parts individually is considered a "firearm", to be a firearm if sold together! <eye roll>

Looks like the BATFE thinks that "one stop shopping" is somehow dangerous, as opposed to someone getting the exact same parts through separate transactions.

I hope the BATFE is not puzzled as to why more and more gun owners are calling for the agency's dissolution. They are actively hostile to our rights when they should be protecting those rights. BATFE needs to stop playing bureaucratic "gotcha" games that can make felons out of peaceful gun owners.

Update. So far I have seen nothing on the criminal case a few posts above. I have no more info on the basis for the dismissal. I have seen nothing on the Constitutionality of the charges.

You gents down there need to get some organizing and recruiting done.

I was interviewed in the following story by a reporter with the local ABC affiliate in Richmond. The reporter interviewed Governor Northam and some important information was revealed.

Let's set the stage first:

The Democrats control the House, the Senate, the Governor's office, the Lt. Governor's office, and the Attorney General's office. The Democrats can pass any gun control bill they want and the Republicans can only standby and watch. And we know the Governor would sign any gun-control bill, no matter how extreme it might be. Back in November, the Governor was bragging about supporting a complete ban on semi-automatic rifles as his top priority for 2020.

Reducing gun rights in a huge way was indeed the plan a year ago. Right after the elections in November 2019, the Democrat leadership came out swinging on gun control with these bills: a ban on semi-automatic rifles and some pistols and shotguns, limitations on magazine size, making suppressors illegal, red flag laws, local gun-control, universal background checks, one handgun a month, significantly reducing reciprocity with other states, completely prohibiting gun possession while a person is under a protective order, and much more.

But gun owners responded with eye-popping crowds at local government meetings to make 95% of the Commonwealth either a Second Amendment Sanctuary or a Constitutional Sanctuary.

The Sanctuary movement was just a prelude to this on January 20, 2020:



VCDL's Lobby Day in 2020 made a huge difference and Democrats don't want another huge Lobby Day in 2021

Senator Dick Saslaw's bill to completely ban many types of semi-automatics, magazines over 10 rounds, and suppressors was quickly pulled and never even got a vote. The Democrats had complete control and could have passed that bill, but they didn't.

The bill to ban (with grandfathering) semi-automatics, magazines that hold over 10 rounds, and suppressors, Delegate Mark Levine's HB961, was put off until 2021. Most of the other gun-control bills never got heard. Those that did pass were all watered down from their original form. The Democrats could have passed every bill and not have watered down anything.

The Governor, gun-control groups, and Delegate Levine all swore they were going to pass HB961 in 2021. However, just two weeks ago HB961 was killed and Delegate Levine said he won't be resubmitting it. Levine also said that he doesn't expect anybody else to submit such a bill in 2021.

In the interview, below, the Governor says that the Democrats won control of the General Assembly in 2019 because of their support for gun-control.

But if it's true that there is massive support for gun control in Virginia, then how does Northam explain what happened in the General Assembly in 2020? How does he explain HB961 being killed, none of the Democrats introducing their own version of that bill in 2021, and Northam not pushing the issue himself in 2021? What is he afraid of, with so much support for gun control in Virginia?

Why did the Northam Administration use dirty tricks to keep VCDL from getting the time slot for our normal 11 am rally in 2021, if the 2020 rally wasn't effective and wasn't a massive thorn in the Democrat leadership's side?

With 2021 being a major election year in Virginia, if gun-control was so popular, why are the Democrats suddenly deciding to move gun-control to the back burner instead of charging full-speed ahead?

The answer is simple and obvious:

1) It was Bloomberg's and Soros's money that got Democrats elected, not voters wanting gun control, and the Democrats know that.

2) The Democrat leadership does not want another huge Lobby-Day making news across the Commonwealth, the Country, and even internationally, giving them a black eye.

3) The Democrats certainly don't want gun owners energized for the 2021 elections. They want gun owners to be good little subjects and to stay home on both January 18 and November 2.

In hopes of making Lobby Day 2021 fizzle, Northam is signaling in the interview that our gun rights are (cough) "safe" in 2021. But Northam screwed up that fake message when he threw out the idea of banning the open carry of long guns! If such a bill passed, it would effectively prevent the carry of long guns outside your home altogether, because long guns can only be carried openly. A CHP does not cover concealing a long gun, only a handgun.

It's clear that if the gun-grabbing Democrat leadership manages to stay in power in 2021, that they will be back with a vengeance for our gun rights in 2022, including either Saslaw's bill or Levine's bill, dropping reciprocity with other states, and much more.

We WILL have a huge Lobby Day turnout and we WILL be voting on November 2 in massive numbers to put an end to this tyranny.

2. VCDL members - you are second to none!
I put out a call for help with distributing flags, signs, and magnets to the Lobby Day caravan attendees and here comes the VCDL cavalry! In a few hours I received emails from 43 volunteers! I expect I'll have even more on Wednesday.

I can't even begin to express how grateful I am for all of you. If you wonder about VCDL's success, just look in the mirror.

I will start responding to those emails on Wednesday, as I put together a table with volunteer information to help coordinate distribution.

Lobby Day on Monday, January 18, is going to be here in a flash.

Gun owners flooded BATFE with negative comments and the BATFE has decided to back down on getting input on proposed pistol-brace guidelines. That doesn't mean that those with such braces are home-free just yet. We'll have to see what BATFE does next.

Note that the BATFE has not said that purposefully putting a brace against your shoulder is OK. They said if it touches your shoulder while firing, that doesn't make it a stock. The idea being if you are firing the pistol with the brace against your cheek, for example, and during recoil the brace touches your shoulder inadvertently, that would not make the brace a stock.

2. We now have a list of 45 potential locations to distribute flags and other Lobby Day items
As usual, VCDL members are there when you need them! I now have a list of 45 potential locations for distribution of flags, signs, and magnets for Lobby Day (Jan. 18). We will be figuring out which stores to use based on their location and contacting those stores to confirm.

For those wanting to pick up their Lobby Day items during the week before Lobby Day, you will be given the list of distribution points soon.

We are also planning on having the items at most of the waypoints on Lobby Day, but probably not all of them. If we aren't going to have the items at the waypoint you plan on using, you can either decorate your vehicle using your own creativity, make a trip to one of the pre-Lobby Day distribution locations, or both for maximum effect.

2. Action Item: Blacksburg City Council to have hearing on proposed local gun-control on January 12
Blacksburg City Council will have a public hearing on Tuesday, January 12, at 6:30 pm to get public input and vote on a proposed local gun-control ordinance.

Thoughts:

1. What problems has Blacksburg had with lawful gun-owners, including concealed handgun permit holders, in their government buildings, parks, and events? If it isn't broke, why is it being fixed?
2. Exactly how many Blacksburg residents claimed they were concerned about people lawfully carrying firearms in Blacksburg? Why do their feelings and concerns override the feelings, concerns, and constitutional protections of those who carry a firearm for self-defense, including those vetted by the State?
3. Government buildings that are highly-protected and restrict entry to vetting individuals, like the CIA, could be considered "sensitive." Local government buildings, as well as parks, which are open to the general public, by definition, would not considered "sensitive." So the dicta from DC v. Heller which says sensitive government buildings could prohibit guns without violating the Second Amendment would not apply.

3. Action Item: Roanoke City Council local gun-control hearing on January 19
The Roanoke City Attorney has asked for a public hearing on a local gun-control ordinance on Tuesday, January 19, at 7 PM. The meeting will probably be a virtual meeting. We don't yet know what the wording is for the proposed ordinance. Stay tuned.

4. What BATFE withdrawing a proposed regulation on pistol braces really means
BATFE withdrawing their proposed regulation that would have allowed them to decide subjectively, on a case-by-case basis, if a particular configuration of a pistol brace would convert a pistol into a short-barrel rifle, was not a victory.

Instead, expect BATFE to comeback with an "objective" regulation that is pure baloney, just like their regulation that banned bump-stocks because they are "machine guns" <eye roll>.

We will continue to monitor the situation, but you would be wise to expect another major fight coming our way in the near future over braces.

5. Reminder: online training is no longer accepted for CHPs
As of January 1, online CHP training is no longer accepted as proof of competency for a Virginia CHP.

6. New VCDL ad for Lobby Day
This streaming ad is running in various parts of the state to get the word out on Lobby Day. We also have some static ads running.

7. The NOVA Parks that prohibit carry
According to a NOVA Park Authority letter to one of VCDL's members, Occoquan Regional Park, Cameron Run Regional Park, and Tinnier Hill Park prohibit guns. Their other parks do not prohibit guns yet, as not all members of the NOVA Park Authority have passed gun bans in parks (Fairfax City and Loudoun County would have to both pass park bans for the remaining NOVA parks to prohibit guns).

8. As usual, Attorney General Herring ignores the Constitution to push gun control
Our beloved Attorney General, Mark Herring, who has visions of being elected governor on November 2, is ignoring the rights of Virginia's gun owners and is pushing to make homemade guns illegal.

Making personal firearms has always been legal, contrary to what Herring claims.

10. Goochland processes CHP in 13 days
Member Dan M. sent this to VCDL leadership:

My wife submitted her initial application to the Circuit Court in Goochland County on Dec. 16, 2020 and the permit was received in the mail on Dec. 29, 2020 with a postmark of Dec. 25, 2020 and an issue date of Dec. 22, 2020. That's a total of 13 calendar days or eight business days from start to finish!

Incredible turnaround IMHO.
