What a fellow actor says Corey Haim said about his teenage encounter with Sheen:
'Haim told me he had sex with Sheen when they filmed 'Lucas,' Brascia told the Enquirer. 'He told me they smoked pot and had sex. He said they had anal sex. Haim said after it happened Sheen became very cold and rejected him. When Corey wanted to fool around again, Charlie was not interested.'
Now, that's illegal sex. Underage sex. It may be statutory rape, or perhaps because of the sodomy angle to it, it would be some other sex crime. Probably "child molestation" is the best offense that fits that situation.
But don't call it rape. It's not rape.
When you guys were 19, if you met this girl at a party and she was getting high and you were getting high, could you see yourself having sex with her?

If you and her got your freak on back then, at that Hollywood party, would you be a "rapist" ??
On the non consensual sex part, no. On the statutory rape part, yes.
13 yo can't consent, they trust adults and can be talked into letting them do anything, thus rape
