Yep, that column is right-on. The Hydra analogy is appropriate.
20 years ago when I had an unrestricted NY State issued carry license, there were virtually NO places Off-Limits. At least by written law. The issuing authorities-- County Clerk-- could revoke or restrict your permit at any time if they found out you carried someplace they didn't think was appropriate, but there was no list of off-limits locations. Except, I think, bars and nightclubs. I think they told me that when I got my license in Erie County, NY. But that wasn't based on any law-- just the whims of the Clerk, or maybe it was based on some "recommendation" from a County Clerk's Union or professional association.
Anyhow, in NY my NY permit allowed me much more freedom to carry in more places than I had been able to in Georgia during the same era, of the 1990s.
Now the roles are reversing. Georgia's got few victim disarmament zones, and NY has just passed a law that will have many, impacting most people in their daily lives.
