The new ordinance also prohibits residents from carrying a firearm on the streets and sidewalks in pursuit of a bird, squirrel or any animals.
IIRC, discharge may be regulated in city limits, however, I wonder if the quoted piece is overreaching.
No it's in there...the end of (a).

Is it overreaching with respect to 16-11-173?

They are overreaching and then some. They CAN regulate discharge but anything beyond that is outside of their scope. Someone should LEGALLY and carefully OC a shotgun or rifle on THEIR property and sue the crap out of them if anything happens. They have to know (if they have ANY legal counsel at all) that they cannot regulate any other aspect of guns other than discharge.

or write a polite letter informing them of the error of their ways and ask for the ordinance to be changed.

I'm really not understanding the council's line of thought here.

The complaints are of people shooting squirrels in their yards. So they pass a law that says no hunting in the streets and sidewalks? :?:

More detail at site reference in article.
Councilwoman Martha Ellwanger cast the only opposing vote, saying the new ordinance isn’t restrictive enough.

THe ammunition used for the hunting is regulated too.
