It's a scam to the extent that Georgia residents who live here cannot use any other state's license as a substitute for a GWL.
But for people in other states-- could it be legit?
Does VA allow mail-in CCW applications, after the applicant has downloaded and filled-out the correct forms, and possibly taken the fingerprint card to some local L.E. station or some authorized private fingerprinting service with a gov't contract?
Maybe this guy is just selling the SERVICE of helping people through the application process?
