It says that they will provide you with the documentation as far as a training certificate here. The person still has to apply for a Virginia Non-Resident permit by mailing the application and the certificate from this website to the Virginia police for consideration. They do not say that you are getting a Carry Permit from them.

HHMMM, you do his course and test. Send in application form, prints and cert from test, Va issues you an out of state resident CWL?
Yeps thats how it works up here. No big deal other than the money they (there are several) make from offering the digital course and test.

It's a scam to the extent that Georgia residents who live here cannot use any other state's license as a substitute for a GWL.
But for people in other states-- could it be legit?
Does VA allow mail-in CCW applications, after the applicant has downloaded and filled-out the correct forms, and possibly taken the fingerprint card to some local L.E. station or some authorized private fingerprinting service with a gov't contract?
Maybe this guy is just selling the SERVICE of helping people through the application process?

Yes legit in many states.
That is the best way to obtain a Non-Resident Va CCW permit.
That is exactly what he is doing.

The course includes a video of a certified instructor, so I guess a person can rewind it as many times as they'd like if they have a question.
