The conference was called to review progress made in the past five years to curb the lucrative trade in illicit weapons, which amounts to a quarter of the annual 4-billion-dollar global trade of firearms. Illicit weapons are those not registered by law by the government.
Sounds like an easy way to "curb" private transfers, close the gun show "loophole", and a whole host of other restrictions on gun rights.

Sure, the UN just wants all small arms to be registered so the two bit tribesmen who kill each other in droves every year across the world will have to revert back to sticks and stones, you know how they killed each in droves before they got guns.

Yet another sacrifice at the alter of "reasonableness".
