I'd say the above is a pretty clear indicator of the author's intent, wouldn't you?

Honestly, I don't think anyone would be so weak-minded that they couldn't tell this was satire from the word 'go'.

Somehow I wouldn't be surprised. It would obviously be followed by an investigation to determine how, precisely, the building ended up being at that location at that time, if it followed maritime law, and if it had any malicious intent...
