my son will be 21 next april. when can he apply for his
permit?
can he apply 60 days before,30 days or does he
have to wait until he is 21?

No license shall be granted to:
(1) Any person under 21 years of age;

[Application] Forms shall be designed to elicit information from the applicant pertinent to his or her eligibility under this Code section . . .

i was thinking that since it takes so long
for them to issue a permit by the time he
gets it he will be 21.

Well, it would not hurt to call the Probate Court and ask.

Q. How long does it take?

A. Oh, about X.

Q. Then, he can apply X time before his 21st birthday, correct?

A. Um, no. What was your name again?

I would stick with no, no matter what the court says.

They should not even accept the application until he is 21. However I would not put it past some of the metro courts (that take 4-6 months) accepting the application and fees, then a couple weeks later deny the app because he is under age. No refunds for any reason.

The law was not written to allow for early application because the law designated issue in a reasonable time(60 days).

laws???? you mean they have a law as to how long it should take????
