Replacements are issued without a background check, and the judge was afraid of Georgia losing its exemption. Of course, Georgia will not lose its exemption so long as a NICS check is performed every 5 years, and when a replacement is issued, the NICS check was still performed within 5 years. So, no worries!
How about Great and Terribly Powerful? In any case, knobs have been twisted and levers have been pulled, and the letters now are viewable at the link above.
