1. Disquietude of the people Government has developed effective means to deal with crowds of protestors they don't like. And manipulate media sources to get the outcome THEY want. Apparently they've read Madison as well.
2. Repugnance and Refusal to co-operate with the officers of the Union Political parties these days have a national strategy. Even in the face of protests from Governors on both sides of the aisle, the media story from the Right concerning Jan. 6th remained consistent and effective. And to this day the population (ref. #1) remains impotent.

3. The frowns of the executive magistracy of the State PLEASE! They may be the ones profiting most handsomely from the situation.
4. Legislative devices, which would often be added on such occasions One may hope... but in recent history, this tool remains blunt.
The ruling class in America is competent, strategic, and historically well read. It's actually pretty impressive how they keep the population arguing amongst themselves, while the policy perpetrators go unblamed.
