Missing the third rail political suicide option.
Looking back at it, I think 1994 was a last ditch towards banning guns completely. The only way it passed was with a sunset clause and it would take extraordinary circumstances to get such a bill through without a sunset. It would be a short win because that is more political capital than either party wants to burn for the two following decades.

Considering obamacare being rammed through, the way in which it was done, plus the fact that they had already tried before (i. e. hillarycare), I wouldn't put anything past them when it comes to another gun ban or registration of some type.
