Yes, they should be arrested;if not for assault or brandishing, then probably for disorderly conduct or interfering with the operation of a police facility.

Noticed that one of them said the reason they were carrying long guns because they felt in danger during their last confrontation with the cops. I take that to mean that they were extra well armed so they could shoot back if the cops opened fire on them .

So that dude, at least, went in expecting to cause a deadly force encounter.
He was poking the bear with a stick and expecting that if it took a swipe at him he could shoot it and claim self-defense.
