It happened late Sunday night in northeast Harris County.
Police say the inebriated men decided to fire their AK-47 rifle at random off the overpass on Gulf Bank at the Hardy Toll Road.
The men are accused of firing 12 shots at an off-duty deputy working security at a nearby industrial business. The deputy called for back-up and the men were arrested after leading deputies on a short chase.
Deputies found the rifle, a hand gun, and 12 used shell casings in the men's truck.
The deputy was not injured in the shooting.
