Renewed mine last fall. Though it was a PIA (and $$$), it was not 4 to 6 months. My old GFL was to expire in early December so I called DKPD in about September to get an appointment. Had to leave a voicemail, but they did call back within a couple of hours. I think I had to set it about two or three weeks out; is that really acceptable, no, but it was well short of two months out.
Went to the DeKalb courthouse a week or so before my fingerprinting (it was the day the Kid Rock verdict came down...tons of news media outside). Went back for my fingerprinting; got there early and was the first person in line after lunch. Was told I might be waiting 2 to 3 hours but it ended up only being about an hour. As I left, the lady told me something like 4 to 6 months...I figured no point in arguing with an ignoramus so I just walked out. They did not make the required turnaround of 44 days though they only missed by 2 or 3 days. Did have my new license before the old one expired. A hassle, yes, especially cconsidering I had to drive down from work in Marietta twice, and it cost me nearly $100 by the time you add all of the fees and parking at the courthouse and DKPD. Still, I'd have to admit, it's not as bad as the shafting it sounds like a lot of folks are getting in DeKalb. This all for something that is supposed to already belong to me.
Parking is limited at DKPD, and Recorder's Court (same building) is always packed. I'd suggest an early morning or early afternoon appointment and making sure you arrive well in advance of that.
I was not aware that GWL applicants were the only ones where permits were required, but I did find it irritating that strippers must be licensed (just never thought about it). It sounds to me like the state is saying that they don't really approve of this vice, but for $200 a stripper, we'll look the other way.
