You think its odd because your thinking like an American. All things are allowed unless prohibited. Eastern Europe is more all thing are prohibited unless allowed.
That and Czechoslovakia is one of the few former Soviet countries that has its act together on gun rights.
I don't see any relevant difference between the highlighted sentences. But, hey! The more the merrier!
not to mention they make some of the best handguns around imo.
Not to be a nit picker but Czechoslovakia hasn't existed since 1993. It's the Czech Republic and Slovakia, two separate states now.
OT - If you have never read about the Velvet Revolution after the fall of the Soviet Union, it's a pretty interesting story.
