Not enough info from the article to comment either way. How was the officer attacked, with what, etc? And was the officer really attacked? For the thieves - don't put yourself in a situations opposite the law. Does not justify killing if the officer was in the wrong. But if one is not in that situation, one most likely would not have been shot by a LEO. jmo

Do police departments usually request the GBI investigate a shooting by their officer? I understand that having a third party investigate could be beneficial from a CYA standpoint, but is this regular procedure?

It is required. The reported probably just wrote it the way the media relations person spun it.
