Campus carry - need interpretation

    (v) Not apply to faculty, staff, or administrative offices or rooms where disciplinary proceedings are conducted;

    How do you read this? It could be seen a couple of ways, but I feel like since there is no comma after offices, it can be interpreted that these places are only off limits if disciplinary proceedings take place in them.

    A letter to all University of Georgia system students and faculty, released by the Chancellor, said that the ban on carry in faculty offices or administrative offices is independent of the ban on carry at rooms or offices where disciplinary hearings are held.
