Mutual DEFENSE is perfectly legitimate and discourages rogue nations from attacking others in wars of conquest and aggression.
But, The nations involved in a defense pact must not provoke another nation -- not only must they not strike first but they must not intentionally engage in behavior that would make any reasonable nation want to do a first strike on them, fearing for its own safety.

Russia doesn't have a problem spreading to the border of other countries. They don't see it as a threat to the other country or region, but considers a country joining NATO to be a threat to them.
