The legislation, dubbed the Police Officers Protecting Children Act, would allow active and retired law enforcement officers to carry concealed firearms in a school zone for the purposes of protecting students and amends the Gun Free School Zones Act. Republican Reps. Nicole Malliotakis and Claudia Tenney of New York and Don Bacon of Nebraska are cosponsoring the legislation, which is endorsed by the Texas Public Policy Foundation and the National Association for Gun Rights.​

LEOSA does not override state rules for where one may carry. In other words, if Colorado lets you carry in a courthouse or at the Capitol, then fine. But if Georgia does not, and it does not, then visiting retired law enforcement or active law enforcement from other states must respect those restrictions or risk going to jail.

LEOSA just means you can carry when visiting the other state or territory, and I really do not know how well implemented the "territory" part is, since law enforcement forums warn members not to try visiting Puerto Rico or the USVI while carrying.
