Virginia will recognize and reciprocal to Ga permits effective July 1. 12 days from now.

Why is Virginia . . . ? They issue to people not eligible under federal law. Maybe because the Governor is a Democrat and was in the news about gun control? LOL!
If I understand you correctly, you believe Va issues to Federally prohibited persons due to domestic violence convictions. If I understand you correctly, you are in error. Last Dec-Feb, the Attorney General in Va shot down recognition of 28 states. The Repub controlled state legislature got moving and made it so Va is reciprocal with about everyone.

In return they made a state statute that a DV conviction is a firearm ownership disabling matter. Just like the Fed statute.

As far as the state lack of prohibition prior to that, all background checks were run through the state police for CCW permits or purchases and if they found the DV conviction the permit issue or gun sale did not get approval due to the federal prohibition.

The universal background check negotiation point was shot down but the State Police are now available at all shows in Va to do a check on any private sale where it is requested.
