Here is an All-In/ Money is no limit scenario which is based on having a Georgia resident permit plus these non-resident permits:

Arizona
Washington, D.C.
Connecticut
Florida
Illinois
Maryland
Massachusetts
Minnesota
Oregon
Rhode Island
Washington (State)

Left New Jersey out of above because in reality they would NEVER issue a common person a license. I'm sure if you're a millionaire with lots of politically connected friends in NJ with an $800 per hour lawyer you can get a permit.

I should have also left Maryland off but did not...Maryland wants you to prove either you carry tons of cash for a job or you've been targeted for murder/ assault with police report verification.

Washington D.C. is also not exactly clear on issue requirements.

Massachusetts does require a "Johnny is a good boy" letter from your local police chief plus two personal references. Edit: Must appear in person to complete

If you own property or a business in the Virgin Islands I think you can get a permit there.

Update:Non-residents can apply for Puerto Rico permit but must provide reason to fear safety and document that you have training

There is no such thing as an Oregon non-resident, unless you live in an adjacent state, which Georgia is not, based on memory from my elementary school geography class.

You are also not eligible for an Illinois non-resident, if I recall correctly. Doublecheck.

You are correct on Oregon...bordering states only and even that is May Issue.

D.C. is in fact a "wildcard", rules and laws aren't even clear for residents so who knows what that even means for non-residents. The problem seems to be that there are pending cases still in the court system.

Ooh. 3 States. That is some reciprocity for Illinois! One of those states is Hawaii, where NO licenses are issued. LOL! Why is Virginia on the Illinois list? They issue to people not eligible under federal law. Maybe because the Governor is a Democrat and was in the news about gun control? LOL!

And what sense does that statutory scheme make?

If your state's scheme is substantially similar, then you may apply in Illinois. Why not just recognize the license from another state with substantially similar issuance?

If a Georgian applies in Illinois, then he must go through the Illinois process, so what does the substantial similarity matter???

I think that is code for hiring a "substantially expensive" connected Illinois lawyer to help you get a permit.

There's no such thing as a FL non-resident carry license. FL issues the same carry licenses to residents and non-residents.

True...I've held a FL permit(s) for over a decade...you just have to be on top of reciprocity laws because some states will disqualify your (FL) permit if you are the legal resident of another state. Pennsylvania is one of those strange places that does that.

Checked my CCW app today and it updated me (via my Florida permit) to Nevada!

Even went to Nevada's state site to confirm and it says Florida...without that little nasty "resident permit only" note.

I guess the Florida is still worth the $112 (7 year) fee for us Georgia residents.
