There is no such thing as an Oregon non-resident, unless you live in an adjacent state, which Georgia is not, based on memory from my elementary school geography class.

You are also not eligible for an Illinois non-resident, if I recall correctly. Doublecheck.

Ooh. 3 States. That is some reciprocity for Illinois! One of those states is Hawaii, where NO licenses are issued. LOL! Why is Virginia on the Illinois list? They issue to people not eligible under federal law. Maybe because the Governor is a Democrat and was in the news about gun control? LOL!


And what sense does that statutory scheme make?

If your state's scheme is substantially similar, then you may apply in Illinois. Why not just recognize the license from another state with substantially similar issuance?

If a Georgian applies in Illinois, then he must go through the Illinois process, so what does the substantial similarity matter???
