Here is an All-In/ Money is no limit scenario which is based on having a Georgia resident permit plus these non-resident permits:
Arizona
Washington, D.C.
Connecticut
Florida
Illinois
Maryland
Massachusetts
Minnesota
Oregon
Rhode Island
Washington (State)
Left New Jersey out of above because in reality they would NEVER issue a common person a license. I'm sure if you're a millionaire with lots of politically connected friends in NJ with an $800 per hour lawyer you can get a permit.
I should have also left Maryland off but did not...Maryland wants you to prove either you carry tons of cash for a job or you've been targeted for murder/ assault with police report verification.
Washington D.C. is also not exactly clear on issue requirements.
Massachusetts does require a "Johnny is a good boy" letter from your local police chief plus two personal references. Edit: Must appear in person to complete
If you own property or a business in the Virgin Islands I think you can get a permit there.
Update:Non-residents can apply for Puerto Rico permit but must provide reason to fear safety and document that you have training
