That was resolved on a Consent Decree with the state paying out $47K agreeing the law denying CCW permits to those under 21 was bad.

So how does a consent decree get up to the CoA for review? Can the CoA reach down and order it be sent to them? Momz and Everytown petition to intervene?

Nope. Case is moot.

No way for Momz or Bloomie to challenge this? I bet they are freaking out big time on it all.

Maybe Miyares and VCDL could do some discussion.

The lawsuit was filed two years ago, but just this week a joint motion to enter agreed order was signed by all parties. The motion referenced the recent decision in New York Rifle & Pistol Association v Bruen, which was decided by the U.S. Supreme Court since the lawsuit was originally filed​

The agreed upon order also stipulates that no later than 90 days from the date of the order the state must begin processing enhanced handgun carry permit applications and concealed handgun carry permit applications received from individuals aged 18 to 20 years old who otherwise qualify for such a permit.​

Nice to be on the positive side of this arrangement for a change. This is how the EPA stealth implemented many regulations pre-Trump - except the agency and the plaintiff were both in on the scam. One change was he required this to go up for public comment just like any other regulation change.
