(7) 'Transferee' means an unlicensed person who intends to receive a firearm from
another unlicensed person.
(8) 'Transferor' means an unlicensed person who intends to transfer a firearm to another
unlicensed person.
(9) 'Unlicensed person' means a person who is not validly licensed as a firearms dealer,
manufacturer, or importer pursuant to 18 U.S.C. Section 921, et seq."

Up here non-dealer person to person does not need a 4473. The state police have created their own form for both to fill out.

I am confident they keep both forms. The buyer and sell each complete a form and submit it on a sale.

This presents a problem when you have a friend that travels and doesn’t want to leave a firearm unattended for days or weeks at a time. Or wants to bring them to you to hold during a move. Or suddenly remembers your advice and knocks on your door when there is looting and burning 2 streets over. None of these are hypotheticals.

The "inconveniences" the law would inevitably cause are FEATURES. They want to discourage people from asserting their rights. Why else would they enact draconian penalties for trivial infractions. No different from the old "invisible lines" problem that made you an instant felon for walking down the street. SSDD.

This is all Democrats on this bill. But, remember these bills. Even if they do not stand a chance in 2023, this State is going to have a Democrat majority again. Then we will be defending against these types of bills every session, with a majority of the legislature in favor of them.
