My advice, just use common sense. If someone tries to walk into a courthouse carrying a loaded AR-15, they are going to get proned, arrested, and even though they may win in court, enough attention will be drawn to this hole it's going to get closed up first thing come January.
I prefer to look at it this way. If I accidentally wander to an otherwise off limits place with a 16" AR-15, I have the 2" gap keeping me legal.
