It sounds like you're assuming they'll vote Democratic... I see no conditions to the deal which requires them to do so.
It may be a pile of Aryan Brotherhood members, who obviously will be voting for Trump.
Here was a result of a Marshall Project poll back in March:

Slate and the nonprofit Marshall Project, a news site covering criminal justice, unveiled the survey Wednesday, and it is sure to be cited by civil rights groups pressing to expand the voting rights of convicted felons - whose main challenges have included persuading Republicans their aim is boosting civic engagement, not gaining a partisan edge.
Some of the poll's most surprising results were about prisoners' views of the 2020 presidential candidates. Nearly half of white inmates said that if they could, they would vote to re-elect President Trump. Only 7 percent supported former Vice President Joe Biden, although most of the responses were submitted in January and February, long before he became the solid favorite for the Democratic nomination.
Trump was also the favored candidate among non-white prisoners, with 19 percent support compared to 13 percent for Biden. (Nearly 30 percent, the largest percentage, said they would not vote at all.)"
He is paying fines and restitution for felons that are not in jail but still can't vote because that law requires them to pay fines and restitution before they can vote.
Actually, Bloomberg should be arrested and put in prison for voter fraud and buying votes. The guy is a real dirt bag !
These are felons who have finished their incarceration, parole, probation and whatever afterwards and only owe court costs, restitution and fines. They cannot register to vote until those costs and such.
I can't criticize Bloomberg's methods. Only his motivations. I don't think for a minute he wants to help conservative felons vote. He wants to restore the vote to a class of people he sees as anarchists, welfare-class leeches, and minorities who will wave the race card and be "victims" of our evil American society. People who will vote their dissatisfaction with America by electing leftist Democrats who will destroy America as we know it. People who will vote for more welfare and less freedom for everybody, since they know that they themselves can't handle living in a free society.
But, dammit, it's perfectly proper for him to target this group of people (ex-cons who would normally have their voting rights restored, but can't because they cannot afford to pay-off all their fines, probation fees, etc.)
They need financial help. He has the means to supply it. He can do it. It's not wrong to help people in need.
16 million dollars used to assist 32,000 felons is only $500 per person.
That's NOT a lot of money to most of us, but to the poorest folks in our society, coming up with an extra $500 lump sum is darn near impossible.
And, frankly, those offenders who were white and grew up in suburbia with an intact two-parent family had their money paid off long ago-- if not by themselves, then by Mom & Dad, or Grandma, or a kindly Aunt and Uncle. It's poor black and latino families that typically have the most trouble paying off debts and court fines.
The Florida AG is investigating to see if he is buying votes. (Hint, he is). The AG obtained a "smoking gun" letter to the effect that a modest "investment" in fines/restitution could provide additional voters in a demographic that historically votes 90-90% for the Democrat party. It is illegal to provide a "thing of value" to anyone in exchange for a vote. The word "investment" is going to be their undoing. I would love to see maximum sentences for 32K offenses, running consecutively.
(A) there's nothing wrong with enabling somebody to vote, as long as you don't pay them TO vote. Paying off somebody's fine isn't any different than supplying them with a free ride to the polling place, even if the "fair market value" of a taxi service to make that trip would be $40. It's not the same as giving the person $40 in exchange for their promise to vote as you direct.
(B) Yeah, blacks typically vote 90% in favor of Dems, and the other 10% DON'T vote for the GOP-- they are 3 times more likely to vote for independent or third-party candidates than to pull the lever for a Republican.

"So the question is whether or not paying off someone's fines and legal obligations counts as something of value, and it clearly does.

One of the criteria is that the individual is already registered to vote. You can bet that to be eligible, the former felon must be registered as a Democrat. This donation is the definition of attempting to buy an election."
I can't for the life of me even come close to figuring out why a capitalist like Bloomberg is so invested in destroying this country, this economy and this society.
Is he really that pissed off that Trump is president, or is it something else ? Makes no sense to me at all. I don't believe for a second that he is really trying to help those up that need a hand. He is only in it for himself.

I think Youd actually be surprised at some of the political leanings in a lot of the average inmate.
