What does "supporting" the 2nd Amendment have to do with managing the coronavirus? There's a bit of a stretch.

And what, exactly, is an "unconstitutional" handgun?

I don't understand this. Licenses are issued by the state (not local authorities), so why is there lost revenue at the local level? And, why will local authorities spend more money?

Tennessee has a process in which bills are assigned a fiscal note, which is supposed to estimate the cost to the State that the proposed legislation will cause. Assigning fiscal notes is one way to kill a bill by dramatically overestimating the financial impact of the bill. I assume the bill's sponsor had to come up with a number, and if it was not reasonable, then the fiscal review committee would come up with their own number, which may not be more accurate, but could negatively affect the bill.

Fiscal notes on bills give RINOs an excuse to vote against gun bills by claiming it will hurt the State finances. Tennessee does not have an income tax, so they look everywhere else to squeeze out money.
