The panel plans to examine Cruz's life from the day he was born until his Feb. 14 arrest, and every interaction he had with any official or agency and every tip received about his conduct. He is jailed on 17 charges of first-degree murder and 17 charges of attempted first-degree murder. State prosecutors are seeking the death penalty.

Schools' culture of tolerance lets students like Nikolas Cruz slide

Broward Schools have grown so tolerant of misbehavior that students like Nikolas Cruz are able to slide by for years without strict punishment for conduct that could be criminal.
The culture of leniency allows children to engage in an endless loop of violations and second chances, creating a system where kids who commit the same offense for the 10th time may be treated like it's the first, according to records and interviews with people familiar with the process.
Cruz was suspended at least 67 days over less than a year and a half at Westglades Middle School, and his problems continued at Marjory Stoneman Douglas High School, until he finally was forced to leave.
The South Florida Sun Sentinel obtained Cruz's discipline records, reviewed discipline policies and found:
-- Students can be considered first-time offenders even if they commit the same offenses year after year.
-- The district's claim of reforming bad behavior is exaggerated.
-- Lenient discipline has an added PR benefit for the district: lower suspensions, expulsions and arrests along with rising graduation rates.

Peterson hasn't been criminally charged in relation to the shooting, but his pension benefits could possibly be forefeited, according to the Sentinel, pending a Florida state inquiry into how police responded to the shooting.
Peterson was named in a wrongful death suit last month by Andrew Pollack, father of shooting victim Meadow, who tweeted the former cop "let those children and teachers die."

A Deltona Middle School student was charged with making a false report on Tuesday after sending a text message about an active shooter and a video of running feet to make the story seem real.
The 14-year-old boy is one of more than 30 Volusia County students who have been charged with felonies related to false reports of school violence since the Feb. 14 shooting at Marjory Stoneman Douglas High School in Parkland.
The Deltona student sent a message to a friend that said, "Schoil (sic) shooting much scared plz (sic) pray," according to the Volusia County Sheriff's Office. He told a school resource deputy he did it as a prank, and he didn't want to dispel the rumor for several hours because he wanted others to think the supposed shooting was happening in real time.

The family of Marjory Stoneman Douglas High School student activist David Hogg was the victim of a "swatting" incident Tuesday morning.
A SWAT team responded to a call just after 8:30 a.m. of a barricaded subject at Hogg's residence. The caller said there was a person with a weapon inside of the home, Broward County Sheriff's spokesman Joy Oglesby told CNN.

Two coaches who served as security watchmen at Marjory Stoneman Douglas have been barred and reassigned after reports about their response during the Feb. 14 shooting.
Andrew Medina, who was unarmed, failed to stop shooter Nikolas Cruz, question him or lock down the school. He instead radioed ahead to warn fellow monitor David Taylor that a suspicious kid was headed his way.
When Taylor, who also was unarmed, heard the gunfire erupt in the 1200 building where he was, he hid in a janitor's closet.
"Due to information that has recently appeared in the media and which is being reviewed by the District, Andrew Medina and David Taylor have received administrative reassignments away from Marjory Stoneman Douglas High School until further notice," Broward Schools spokeswoman Nadine Drew said Wednesday.
I've been expecting to see more details come out about where the real blame lies in many of these school shootings and this is a prime example. Yes, Cruz was a loose canon but the entire school system and its procedures is a major part of the problem. In this case the Federation of Public Employees.He declined to say whom he met with at the school but said: "They're waiting for legal to do some stuff" to terminate Medina. "This is Broward. They can't fire anybody. They have to go through procedures."
